A child's shoe should be 1.2–1.7 cm longer than the foot: 0.5 cm to grow into and about 1 cm to move. So size 21 fits a 12.4–13 cm foot, with an inside length of about 14.2–14.7 cm.
Up to age 3 feet grow about half a size every 2–3 months, later every 4–6. Measure before every purchase.
How to check in the shop
Take the insole out and stand the child's foot on it: an adult finger (~1.2 cm) should fit behind the heel. Children curl their toes – check standing, not sitting.
